VIP Utility Billing is cloud-based billing software for local governments, rural water systems, and other utility agencies serving water, electricity, sewer, or sanitation customers. It supports flat-rate and metered services, scheduled automatic billing, rate histories and advance rate changes, and high or low bill alerts. Staff can manage active and inactive accounts, connect multiple billing locations to a customer, and keep customer notes. The VIP Web Portal presents bills online, accepts payments, and sends email notices or email and text notifications. The software also handles deposits and refunds, electric budget billing, payment arrangements, landlord accounts, and non-utility charges. Metering systems are supported, with installation and maintenance history tracking; ESRI Workforce integration supports mobile work orders and field dispatch. Additional tools cover backflow testing and certification. The vendor describes its portal as PCI compliant and its cloud security as using AWS, firewalls, encryption, and controls mapped to NIST and CIS frameworks. Pricing is available on request.
