Overview

Terraform is an infrastructure-as-code tool for provisioning and managing cloud and on-premises resources from HCL configuration files. It suits practitioners who want a reviewable change process and teams that need shared remote runs; the main trade-off is that the collaboration tiers add per-resource costs and trusted providers and modules require careful selection.

Its write-plan-apply workflow gives operators a chance to review intended changes before applying them. Providers connect configurations to services through APIs, while reusable modules help teams share infrastructure patterns. The Registry includes providers for AWS, Azure, Google Cloud, Kubernetes, GitHub, and Splunk.

The downloadable Community Edition is a command-line tool; HCP Terraform adds hosted collaboration and governance, and Terraform Enterprise is the self-managed distribution. Terraform supports AWS, Azure, Google Cloud Platform, and Oracle Cloud Infrastructure, with both managed and self-managed state options.

Key features

Plans, providers, and modules

Reviewing an execution plan before applying changes makes Terraform a strong fit for teams that want an explicit checkpoint in infrastructure changes. Providers extend configurations to services through APIs, and public Registry modules offer reusable building blocks. The breadth is useful across cloud and on-premises environments, but provider and module trust matters: they can access workspace variables and state.

Remote collaboration and governance

HCP Terraform can execute runs remotely, connect to GitHub, GitLab, and Bitbucket, and trigger plans when repositories change. Remote state is encrypted at rest, and workspaces, single sign-on, and role-based access controls support shared administration. HCP Terraform and Terraform Enterprise also support Sentinel policies for standards and security rules. Those policies are guardrails, not a security boundary, so they should complement rather than replace other controls.

Tooling and operations

HashiCorp provides downloads and installation instructions for Windows, macOS, and Linux, plus a Visual Studio Code extension and a language server for editors supporting the Language Server Protocol. Terraform also supports drift detection, importing existing resources, and self-hosted execution. Terraform Enterprise offers customizable resource limits and installation options including air-gapped and active-active architectures, which suit organizations with specific deployment requirements.

Pricing

Terraform has a free command-line edition and a free HCP Terraform tier, with paid hosted tiers priced by managed resource. The listed tier prices are per resource per month; the hourly rates clarify how usage is rated. For Essentials, the starting price is $0.10 USD per month per resource, rated at $0.00013 per hour. Standard starts at $0.47 USD per month per resource, rated at $0.00064 per hour, and includes HCP Waypoint. Premium starts at $0.99 USD per month per resource, rated at $0.00135 per hour, and also includes HCP Waypoint. Standard and Premium direct buyers to contact sales for pricing details.

Plan	Price and limits	Best fit
Terraform Community Edition	0.00 USD per free; downloadable command-line tool	Practitioners provisioning infrastructure on any cloud provider without hosted collaboration.
HCP Terraform Free	0.00 USD per free; up to 500 managed resources, 1 concurrent remote run, and 1 concurrent agent run	Small teams trying hosted workflows within modest resource and concurrency caps.
HCP Terraform Essentials	Starting at $0.10 USD per month per resource; 3 concurrent remote runs and 1 concurrent agent run; unlimited managed resources	Teams that need more than the free resource cap and can work within limited concurrency.
HCP Terraform Standard	Starting at $0.47 USD per month per resource; 10 concurrent remote runs and 10 concurrent agent runs; unlimited managed resources	Organizations needing higher run concurrency and HCP Waypoint.
HCP Terraform Premium	Starting at $0.99 USD per month per resource; 200 concurrent remote runs and 300 concurrent agent runs; unlimited managed resources	Large organizations with substantially higher concurrency needs and HCP Waypoint.
Terraform Enterprise	Custom pricing; contact sales; self-managed, customizable resource limits, premium support included	Organizations that need to operate the platform themselves or require its deployment options.

The free HCP tier’s 500-resource ceiling and single concurrent remote and agent runs may constrain growing teams. Essentials removes the managed-resource cap but retains low concurrency; Standard and Premium raise those run limits, while Enterprise trades a published rate for self-management and customizable limits.

Platforms

Terraform is listed for API, Linux, macOS, self-hosted, web, and Windows use. The command-line downloads cover Linux, macOS, and Windows; HCP Terraform provides the hosted web and API collaboration layer, while Terraform Enterprise supports self-hosted deployment.

Who it's for

Community Edition is suited to practitioners who want a downloadable tool and can manage their own workflow. HCP Terraform Free targets small teams, while paid HCP tiers suit organizations that need greater run concurrency and governance features. Terraform Enterprise is the better fit when self-management, customizable resource limits, or air-gapped and active-active installation options are priorities. Teams that cannot vet providers and modules carefully should look elsewhere or establish stronger controls around workspace variables and state.

Pros and cons

Pros: The plan-before-apply workflow makes proposed infrastructure changes reviewable before execution.
Pros: Providers and reusable Registry modules support a broad mix of services and shared configurations.
Pros: HCP Terraform combines repository-triggered remote runs with encrypted remote state, SSO, and role-based access controls.
Cons: HCP Terraform Free caps usage at 500 managed resources and one concurrent remote run and agent run.
Cons: Paid per-resource pricing can scale with managed infrastructure, and Standard and Premium require sales contact for pricing details.
Cons: Providers and modules may access workspace variables and state, while Sentinel policies are not a security boundary.

Alternatives

Choose Pulumi if its free plan’s 1-user allowance and unlimited projects, stacks, environments, updates, and history better match a solo workflow; it also offers up to 500 workflow minutes. Choose AWS CloudFormation for a free service when AWS-focused provisioning is the priority, bearing in mind that underlying AWS resources are billed separately. Cloudify offers a no-time-limit community plan that requires Docker or a VM and cloud-provider access.

HashiCorp Nomad is another HashiCorp option. Terramate has a free Community tier for up to 2 users and 1,000 resources, with 30-day data retention. Choose OpenTofu for a free infrastructure-as-code tool. Azure Bicep is another free option. env0 offers a free tier with up to 250 runs per month, 30 active environments, one concurrent run, and unlimited users and agents.

Terraform also belongs in comparisons of Infrastructure as Code Tools, Cloud Management Software, Platform Engineering Software, Cloud Orchestration Software, IT Configuration Management Software, and Infrastructure Policy as Code Tools.

Verdict

Terraform is a strong choice for practitioners and teams that want infrastructure changes expressed as configuration and reviewed through plans before application. Its provider and module ecosystem, plus HCP Terraform’s remote collaboration and governance, support work ranging from individual use to larger organizations. Look elsewhere if per-resource hosted costs, free-tier concurrency, or the trust required for third-party providers and modules are unacceptable.
