Overview

Bid Responder supports both sides of a request for proposal process. Vendors can organize proposal material and draft responses, while procurement teams can publish requests, collect bids, evaluate submissions, and make awards. That combination makes it relevant to organizations that need a shared platform for responding to and running RFPs.

For vendors, AI drafting draws on a company knowledge base, previous proposals, and a Q&A library. Draft answers include confidence scores and source citations. Teams can build their knowledge base by uploading documents or submitting URLs for indexing, then maintain approved Q&A pairs in a searchable library. Smart Import also accepts Excel, PDF, Word, URLs, or pasted content.

Procurement users can invite vendors, manage RFP questions and answers, receive sealed bids, score submissions against weighted criteria, and award contracts. The NEVI/FHWA checker evaluates responses against 10 federal EV charging infrastructure requirements. Exports are available to Excel, Word, PDF, or CSV.

Key features

AI response drafting: Uses company knowledge, past proposals, and approved Q&A to draft answers with confidence scores and citations.
Knowledge management: Index documents or URLs and keep approved answers in a searchable library.
Issuer workflow: Publish RFPs, invite vendors, handle Q&A, receive sealed bids, score using weighted criteria, and award contracts.
Compliance and approvals: Includes compliance tracking and approval workflows, alongside a checker for 10 federal EV charging requirements.
Exports and integrations: Export to Excel, Word, PDF, or CSV. The REST API and real-time webhooks cover vendor and issuer workflows; Slack is one named webhook destination.
API security: API keys are SHA-256 hashed before storage, shown once at creation, and revocable from the dashboard.

Platforms

Bid Responder is available as a web product, a self-hosted option, and through an API. The listed security certification is SOC 2.

Who it's for

Bid Responder is designed for vendors answering proposals as well as procurement teams issuing them. Vendor teams may value its reusable answer library and AI-assisted drafting; issuer teams get tools for controlled bid receipt, structured scoring, and awards. Its API and webhook support may also suit organizations connecting these workflows to other systems.

Pros and cons

Pros: Covers vendor responses and issuer workflows in one platform; supports reusable knowledge and cited AI answers; includes weighted scoring, sealed bids, compliance tracking, and approval workflows; offers self-hosting and API access.
Cons: The Free plan is described as providing full API access, but its team, project, and AI-answer limits are not listed. Enterprise pricing is not listed. Starter has narrower upload format support than the higher plans.

Alternatives

For other options, see AI RFP Response Software and Bid Management Software. Individual alternatives include Presel, RFPropel, BidPlan, Sealio, Conveyor, RFP.ai, Tender Mole, and Tenderbolt.

Verdict

Bid Responder’s strongest distinction is its scope: it serves vendors preparing responses and procurement teams managing an RFP through award. Its knowledge library, answer drafting, sealed-bid handling, weighted evaluation, and exports cover substantial parts of that process. The main decision points are plan limits and costs: Starter and Professional have stated monthly prices and quotas, while Enterprise pricing is not listed and the Free plan’s non-API allowances are unspecified. Teams should also check whether Starter’s PDF and DOCX upload support is sufficient for their materials.
