Overview

Built around the IBM Design Language, Carbon brings design foundations, components, patterns, code, and guidance into one system for creating consistent digital experiences. Its commercial-use license and free plan make it a practical choice for organizations that want to adopt and contribute to a shared system without a paid tier.

Carbon is an ecosystem rather than a single component package. Alongside its core assets, it offers product-focused resources, AI guidance, charts, integrations, and developer tools. That scope can serve teams working in areas such as data and AI, security, IT automation, and finance and operations, though smaller projects may not need every layer.

Key features

Design and implementation resources

Carbon Core pairs components with patterns, guidance, and code. Components address specific interface problems and are designed to work together; patterns combine them with design considerations aimed at user needs. Some patterns include example code, but teams with distinctive workflows will need to implement beyond those examples.

Carbon’s Figma design kits receive library updates automatically, which helps design assets stay aligned with the system. For developers, the wider toolkit includes GitHub repositories, Storybooks, tutorials, Carbon Devtools, a color-contrast checker, and Carbon UI Builder. The Builder can export assembled pages as presentation images, live demo apps, or production-quality frontend code, offering several ways to take a design further.

Extensions for products, AI, and charts

Carbon for Products adds product-focused components, styling, and guidance, with components built in React. That is a strong fit for React teams seeking a more product-specific layer, but it is a relevant constraint for teams on other stacks. Carbon for AI provides guidelines, style elements, tokens, and reusable elements such as an AI label and chat framework. Carbon Charts spans familiar bar and line charts as well as alluvial diagrams and geospatial overlays, with a focus on accurate, accessible visualization.

The ecosystem also includes Carbon for Cloud, AEM, IBMer Experience, Salesforce, and React Native. The @carbon/web-components package offers ES-module or CDN components and can be used with frameworks including Angular and Ember, giving non-React teams another route to use Carbon components.

Accessibility

Carbon components follow the IBM Accessibility Checklist, which is based on WCAG AA, Section 508, and European standards. Its stable component checklist also requires at least 80% unit-test coverage and accessibility checks with the IBM Equal Access Accessibility Checker. This provides a defined quality bar for teams adopting components, while still leaving implementation-specific accessibility work to the product team.

Pricing

Carbon’s Open-source design system plan is free. It is open source for anyone to use and contribute to, permits commercial use, and has no paid tiers stated. There are no paid-plan trade-offs to weigh, though the free system does not remove the work of adapting patterns and integrating the appropriate parts of the ecosystem.

Platforms

Carbon is listed for web. Its assets span multiple formats, and its components are responsive. Web components can also be used with frameworks such as Angular or Ember; Carbon for Products is built with React.

Who it's for

Carbon is a strong fit for design and engineering teams that need reusable assets, shared implementation guidance, and accessibility-minded components across a range of digital products. It is especially relevant when a team can benefit from its broader ecosystem, including design kits, charts, AI interface guidance, and developer tooling. A team needing code for every pattern scenario, or one seeking only a small component set, may find Carbon’s breadth less useful than a narrower system.

Pros and cons

Pros: The free, commercially usable open-source plan lets teams adopt and contribute without a licensing fee.
Pros: Design kits, code, charts, AI resources, and developer tools cover more of the product workflow than components alone.
Pros: Accessibility guidance and a defined stable-component quality checklist give teams concrete standards to work from.
Cons: Pattern code is not available for every implementation scenario, so teams with unusual needs must fill the gaps themselves.
Cons: Carbon for Products is built with React, which may not suit teams using a different frontend stack.

Alternatives

UI Kit Libraries and Design System Software are useful starting points for comparing options by category. Choose Untitled UI instead if its free React components or single-user Figma plan better match a narrower design-and-code need. GOV.UK Design System is a free, MIT-licensed option for teams seeking a publicly available system across self-hosted and web platforms.

Shadcn Studio Figma UI Kit offers a free community tier with limited resources and community support, plus a one-time Basic plan at 99.00 USD per once for a single user with unlimited projects. Adobe Spectrum is another free option, with support across Android, iOS, macOS, web, and Windows.

Material Design for Bootstrap may suit teams wanting a free MIT-licensed core for personal or commercial use, with a separate Team tier. UI Prep Design System has a free demo with fewer components, variables, and styles, but unlimited editors and projects. Clarity Design System is a free, MIT-licensed open-source alternative. Material 3 Design Kit is a free Figma design kit.

Verdict

Choose Carbon if your team wants a broad, commercially usable design system with code, design assets, accessibility guidance, and extensions for products, AI, and data visualization—all at no charge. Its main limitation is practical rather than financial: patterns cannot cover every implementation, and some layers, particularly Carbon for Products, may not fit every stack. Teams willing to adapt the system can use it as a substantial foundation; those needing turnkey examples for every workflow should look elsewhere.
